Open-toes sandals are not considered acceptable on-the-job footwear.?

Both. A lot depends on the footwear and the job. Women can wear some fancy open-toed shoes/sandals if they are dressed up (think pantyhose and dresses/nice pant suits). If a job is casual enough (you might see this with IT staff – think Google), they might allow open-toed sandals.
Generally, however, most don’t and it can also be a safety issue. Check with your co-workers and boss or HR.
